I am renting a dedicated Windows Server 2003 through 1&1.

Can this be used a Domain Controller for my LAN?

yes but that would be the stupidest thing i have ever seen.
I have a large network running on cheap dell pc's not event servers just workstations configured as 2003 dc's and dns server and that works fine use the server for something it's build for and needs the capacity it has.

I don't think you would want to have authentication, scripts, etc.. running across the WAN. Probably not a good idea for lots of reasons, speed being one of them. I would defintly test it before you decided to go for it.

I wouldn't recommend running a DC or DNS on cheap workstations either.
