If you are a user on the network and you need to remote desktop into a server what is the minimal permission it takes to remote into a server?

To be a member of the Remote Desktop users group should suffice

Depends, if you are running in Administration mode, you need to be an administrator. If you are running in Application mode, as itsp1965 suggested, being in the remote desktop user group should suffice.
