Remote Desktop Stopped working on installation logins

On a 5.2 MSS backend MM running the latest MM Service Pack 11, added two new MAS users and then added to the VMSC Security roles. Now the only remote accessible logins are the new ones created. The logins created at installation only work at the console.

Why would this function change?

I have found in previous versions two suggestions:
1. Disable ports and reboot
2. Using Avaya KB01012224 and Microsoft article ( to set Terminal services to automatic and then restart at command line with “shutdown /m \\ipaddr /r /f /t 01” the system becomes accessible now.

What would cause this issue and is there another workaround?

I have rebooted the MAS but still no remote access.
 
You can use remote desktop to connect to the MAS servers, but the accounts usable for that are just not working, correct?

Check what users/groups are setup in the MAS server's remote desktop settings. Also make sure the same accounts that are in the known-good MAS local administrator's group (or AD\Builtin\administrators if the only MAS is the 1st one), since local administrators by default have remote desktop ability.
