Remote Desktop Services - No Domain - Some desktop and Some Application

I am very green to Remote Desktop Services. I have a standalone Server used to serve an application (it would seem with AD all kinds of options open up). Basically what I would like to arrive at is a particular group of users gets the server desktop at log in and all others get a specific application (application with command line parameters).

Any insights would be appreciated.
