Remote connection to Japan pabx

Hi All,

I am unable to connect to the nortel 11c which is in Japan, I am trying to connect it from India. Modem and all the other settings are fine as I am able to connect other pabx world wide.

Is there any regulatory thins involved in this or did I missed anything.
