remote call foward

Hello i have a legend 7.0 with remote call foward set up on one ext and it works fine if the person is not on the phone if the person is on the phone the outside caller hear the ring but its not ringing the cell phone as of matter of fact it just keeps ringing now i know it getting a line because i can see it go off hook on my phone the system is set up as key mode also the system is on full time auto att so the voice mail is transfering the call i just dont know why it works fine if the phone that is being fowared is not in use

How many lines are assigned to the extension that has remote call forward? How many intercom lines does that phone have? When you were testing, was the extension talking internally or externally?

the system has 4 lines and all phones have all 4 lines on them and its when the extension is talking external
