Remote and local admin locked up

We have a O250 running with a Nortel 81c. Last weekend we had a power outage with both systems down for 1hr, both appeared to come back up when the power was returned without any issues.(besides lamping) But i tried to connect via modem today and I get a blank screen after the hand shake. Go to my local console and same thing no response. Tried a laptop with procom on the console port same thing no response. it appears my access ports are locked up is there anything I can do besides a reboot?

The first thing to try is to remove the modem from the system and see if you can access it from the console port if not then you will need to reboot to see if the console port comes back.
