I'm configuring up a new laptop and wondered if there are any remote tools, preferably free that I can use to administer the active directory to add users, change policied etc. ?

There is the admin pak from Microsoft.

install it and you have all the console tools with which you can manage your server...
or terminal services in admin mode, but its better practise to use a client PC.
