1. Are there Remote admin tools of Exchange server (over internet)?<br>
2. Can users change their password using a formular page? Are there tools able to make this possible?<br>

1. You can use Netmeeting to access the server via the internet and control the desktop remotely.<br>
2. I'm not sure what you mean by a formular page. If you're trying to allow access via the web, setup Outlook Web Access. OWA includes an options icon which allows users to change passwords.
