remote access thru a router

i follwed this tutorial because i have a computer connected to the net thru a ROUTER and i want to be able to remotely access this computer using a program i have from another computer , the program connects thru port 8080

SO i follwed the tutorial, replacing port 21 (in the tutorial)with 8080 and i did this for UDP and TCP just incase.

THe Private IP is the IP of the computer I want to connect to isnt it? IN that case Its the same as in the tutorial then: 192.168.2.100,

THen I hit Apply.

I still cant connect to the router computer thru port 8080 using this program. the tutorial says reboot the router, how do i do this and is it necessary??
 
There should be a save and restart somewhere in there, usually on the home page of the router. Yes it is important to do so. Do you have a static IP? If not you will have to do a "whatismyip.com" to find it. You do know that the router address is the one you type in to access your computer?
