Remote Access Issue

I have a site with Server Edition 11.0.4.1.0.11 with 3 - IP500v2 Expansions. I can log into the system via our access server, that is connected to the customer's WAN that we use to access over 100 sites for them. Once connected through the access server I can make changes to the SE and to Expansion 3, but when I attempt to make changes to Expansions 1 and 2 I get -

Error - Failed to save the configuration data.
Internal error

If I remote into the local contacts PC that is on their local data network I can make changes to Expansion 1 and 2 without issues. I assume this is one of Avaya's special security updates, but I don't know how to resolve it and why can I make changes to part of the system but not all?

Do the other 2 systems show up as green

Could be the links between the systems are not all the same.
Maybe web socket or client on different sites

Have the passwords been sync for all sites
 
All systems show up green.

I don't think it would be a password issue, as local changes work fine, just changes across the WAN are not working correctly.
