remote access connection unreliable

I have a windows 2003 server running terminal services with 20 users and 30 licenses. My problem is that sometimes the remote access users can connect on the first attempt but often it can take as many as 5 or 10 attempts to connect. The password and usernames are processed and the desktop appears with no icons or start bar then remote desktop connection closes without an error. Once the connection is established it is very stable. Can someone help me please?
 
It would be helpful if you provided more details about how the users are connecting to the server e.g. dial-up, LAN, VPN etc.
 
Hi Topkapi, 7 users connect via the LAN and the rest via ADSL. I have VPN's in place but I am only using them to share printers at the moment. Interestingly, the problem almost goes away if I change the video driver to Microsofts standard VGA driver on the server (server 2003).
