Remote Access and Cisco 3640 Router 1

I have been handed a brief to come up with a remote access solution for a customer. I have just started this job and want tot impress. The customer has 3 sites connected by ISDN they have NT Servers and Mac clients, a Cisco 3640 at one site. I want to provide remote access. Do I sugest a RAS Server, or could the router be used with the solution, maybe a VPN?
 
Remote access to the 3640 ? hook up a modem to the aux port and you will be able to access the host and all the remotes routers via a telnet. There are other option and I'm sure someone here in this forum will comment. ( this access is only for the routers) To access the LAN vpn would work fine.
