relpying to text with HTML?

I am using outlook 2002. When some one emails me with plain text, when I go to reply it comes up in plain text. How do I set it so that it always comes up in HTML no matter what? because my signature has HTML components.

On the menu click Edit, then Select All.
Then on the menu click Format, then select HTML.
"Select All" and "HTML" can also be added to the toolbar by clicking the menu item Tools, then select Customize. Do this when you are replying to get the right toolbar.
