Relocate Horizontal Scrollbar to Top of Form

I have a large form, which the user has to scroll horizontally to see the whole thing. By default the scrollbar appears at the bottom of the form. It would be easier for users, however, if the scrollbar appeared at the top of the form, in or near the form Header.

How to do this?

Please note that this is not a scrollbar for selecting records, but rather one for sliding the form itself to left and right.

Perhaps rather than navigating with the scroll bar you could use the tab control with multiple pages, then users would see where they are navigating to
