Reloading IE 8 back to Windows 7

Having problems reloading IE 8 OR 9 for windows 7. When unistaller ie 10 IT SHOULD HAVE WENT BACK TO IE 9. But it does not.... Why after removing 10 ie 9 does not reappear?. Reboot laptop and ran CCleaner nothing changes. In fact IE is nolonger available. How do I get IE 9 back on laptop. It's in the system but where.

That's the Microsoft way. There are too many of the operating system elements integrated into the IE browser to undo. Registry settings, .DLLs etc., that would have to be undone, removed and replaced with older versions.
Unless you can find a download somewhere besides on the MS site - which even then would probably not work, I'm guessing your only option is a system restore.
