Releasing a TCP/IP Port manualing

IS there a way of releasing a port manually. Our programmers have devleoped an application that creates sockets and port and they are not closing properly within
the application as suppose to. At this time they are not sure how to fix their problem and I would like to go into the OS (2000) and release the ports. I know the port number based on doing "netstat" command. Any help would be appreciated.
