Release Link Trunk integration with DMS 1

I do not normally work on the Meridian 1 so I am looking for some newbie help.
My customer has a Option 61C Release 23.55.
He is doing a lot of conferencing through conference transfer.
This is using a lot of his pstn's.
The Telco has told this customer that he can free up his pstn's if his M1 supports Release Link Trunk (RLT).
I have searched MERL and cannot find all of the required information to ensure that this customer can integrate with this feature on the DMS.
I have a list of packages.
CAS is available.
TAT is available.
I am unclear if there is a package requirement for RLT?
I am unclear if there is a configuration requirement for RLT on the M1 prior to allowing the Telco to turn on the feature.
Trunks are PRI full span.
 
IF YOU HAVE CAS YOU CAN PROGRAM RLT, BUT I REALLY DON'T KNOW THE APPLICATION THAT TELCO IS TALKING ABOUT. CAS IS NORAMLLY USED BY SAY A CHAIN OF DEPARTMENT STORES THAT HAS A CENTRAL ANSWERING POINT. ALL CALLS THAT COME INTO THE STORE ARE ROUTED TO THE CENTRAL LOCATION BY THE RLT'S THEN THEY IN TURN TRANSFER THEM BACK TO THE STORE.

Currently when the customer receives a call and invokes a conference call the switch grabs a second PSTN to complete the conference.
This is a problem because the published number in this vert group is only allowed 8 pstn's.
The Telco (Bell Canada) has told this customer that they can turn on RLT at the DMS and when the conference is completed the M1 will release the pstn and invoke an available B channel to maintain the conference call.
This would free up the vert group to take additional calls.

My concern are the configuration requirements on the M1.
If CAS enables RLT can the DMS engineer simply turn on the RLT feature at the DMS or are further configuration changes required on the Option 61c?
