Hyper-V is their new Hypervisor-based virtualization system. It should be replacing the current Microsoft Virtual Server. I haven't seen much about how it works, but the November 12th announcement is here:

Right now Virtual Server is free if you have 2003 Enterprise. It looks like they're moving their virtualization to the lower-cost SKUs as well, making it available across the board. I haven't heard anything yet about whether it will be available as a stand-alone, but I do find it interesting that the price difference between the Hyper-V and non Hyper-V versions is only $28. That might indicate that the Hyper-V option is only a virtualization license for the OS, and that the actual virtualization product is a stand-alone.

a little more:

Earlier this week at TechEd IT Forum in Barcelona, Microsoft announced pricing, packaging and licensing options for Windows Server 2008, which includes Microsoft's server virtualization technology Hyper-V, previously code-named "Viridian." The new packaging outlined in the announcement includes eight new versions, three of which include Hyper-V

Looks like Hyper-V won't be complete with the Server 2008 launch though, and it will be released a couple of months later. They're just releasing the Hyper-V CTP with the Server 2008 RC0 because they needed a platform to go with it.
