Relative Task Constraints

I have two phases of a construction sequence each pahse has sub tasks, I want to move one pahse to a diffrent point in the program, however all tasks then change start date and consatina to the begining of the phase and also decreases the phase duration

linking not preferable due to complecaties and would just like a relative move
