relative links to outside the root folder

I'm working on a big site and there are many sites within it for different departments. I want to put a relative link in an uneditable region of a template in a department site that links to a page outside of that department's site. When I put in the link and update the pages created from that template, Dreamweaver puts file relative links in the updated pages. I can't use absolute links because the folders are going to be moved. We can't put all the templates in the highest level root folder because we want the Contribute users in each department to have access to the templates in their department.

Does anyone have any advice?
