XML is the naked data. XSL is the formatting instructions.
In your example, the XML file contains a "link" to the file containing its format information.
This allows several different XML files to use the same formating info (such as chapters in a book) including the ability to change the format in one place and have it be automatically applied to many XML files when they are next viewed. Avoids major work for minor updates (such as changing the background color of every page on a site) and wasted effort maintaining outdated/less popular pages.
