Reinstalled SMTP now no mail goes to queues, sits in Outbox on clients

While troubleshooting another issue with one of three exchange servers, SMTP protocol was reinstalled by a domain admin (although not Exchange Admin). Since this happened no email leaves the Outbox on the clients, the Local Delivery Queue says ready but always has 0 messages.

Incoming mail to mailboxes on this server get a bounce back saying it cannot find the mailbox.

We have 2 other exchange servers (1 of which has other problems) that are not seeing this behavior.
 
Yes all services were running. We have since removed SMTP again and after reinstalling and recreating the clustered resource for SMTP, it fails to start with the following event log...
