Reinstall IE6 in w98

Has anyone been able to do this? Have w98 and IE6 opens links with transparent page, and wont allow popups. tried resvr32 for all dll's involved they fail on 3. Tried a repair says cant do it. Have really slow hook up dont want to spend another 6 hours getting it downloaded again.
Is there a dos command to do it?

To reinstall IE6
1. Open the Start menu and select Run.
2. Type %SystemRoot%\Inf in the prompt and press Enter.
3. Locate and right-click the Msoe50.inf file.
4. Select Install.
5. Close the folder window after the copy process is complete.
6. Run OE.

Well that didntwork, it did reinstall IE same problem so removed it, redownloaded it reinstalled same problem. ran regsvr32 /i urlmon.dll as well as the rest of the dll files and still same problem.
I not able to view certain web pages (especially pop-ups) in Internet Explorer
A link opens in a transparent page,new page never appears, EXCEPT
when I do the following: If I click "Stop" then "Refresh", then suddenly the page I was trying to access through the link appears.
I have been struggling with this for quite awhile, tried pretty well everything suggested in the newsgroups and the Q articles.
Does ar has anyone found a cure for it?
