Regular Expression for Time Codes

I want to use a regular expression validator to check the formatting of time codes.

the format would be hours:minutes:seconds:frames.
[tt]##:##:##:##[/tt] I would like the time to have zero place holders. I believe that would be part of the coding and user though.

There is one other piece that I forgot to mention.
Hour, Minute, and Second cannot be greater than 60 and frames cannot be greater than 30.
