Regsvr32 does not work initially on Win98

I'm having trouble registering dlls on Windows98 machines. Copying a dll into windows\system and then using regsvr32 to register it returns the old chesnut error of 0x00000485 which I take it means that regsvr32 cannot find the dll. I then try to register existing dlls that are already present on the system - the same error occurs!

I then created a vb6 installation package which was simply used to register dlls. This worked and after this had run regsvr32 did not return any error when registering new dlls. Does anyone know what is going on? Could it possibly be a dodgy installation of Win98?

Help would be appreciated.
