REGIT TO TURN CAPS LOCK ON DOESN'T WORK

I've tried to edit the registry to turn the caps lock on
when the computer boots by going to HKEY_USERS\DEFAULT\CONTROL PANEL\KEYBOARD and then changing the initialkeyboardindicators to 3 (or 7) and exit.
Everytime I reboot the computer it changes the setting back to 2.
How can I turn the Caps Lock on everytime the computer
boots?
 
Is this computer part of a domain by any chance? If so then may be a polciy is forcing it back to 2?
 
It's just a single stand alone computer running XP Prof
