Does anyone have any guidance on do's and don't for registration files for Unix HPOV? I have been tasked to customize these files for security of the NOC users. Any suggestions?

Simple. After getting the technical requirements from the various users of the OpenView tools, then you can simply make various registration files readable by the owners and/or the group owners of the files themselves, via the UNIX chown and chgrp commands. There is also the option of creating specific maps for the help desk, NOC operations personnel, engineers who troubleshoot issues, etc., which are also customized as far as registration files are concerned.

Are you using Network Node Manager (NNM) and/or OpenView Operations (OVO). If you are using NNM, then you are in for more work, but can use the ovwchown, ovwchgrp, ovwperms commands to take care of business, which will make a two-piece default map take care of all of the requirements: the help desk/troubleshooting engineers scenario, as per the above discussion.

What exactly needs to be done?
