registering a dll as COM+

Hello

I've been asked to install a dll, from our software supplier as per below (see below).
Never done anything with COM+ before, how can i go about this please ? i presume there are no security risks ? the dll is from a trusted supplier.
My Services has COM+ event system started but COM+ System Application not started

It is recommended that the DLL is registered as a COM+ application and exposed as a web service instead of using the supplied WSDL and WSML files if the CRM is installed on a Windows 2003 Server machine
