Regional date settings for all users

Hello, I work in a hospital and we have several computers on the network. By default our computers's date is set to mm/dd/yyyy and we use dd/mm/yyyy. Here different users use the same PCs. The problem is that when I change the regional date settings for administrator, when users log on, the date settings return to mm/dd/yyyy. Is there a way to lock the date to dd/mm/yyyy for all users ?
 
add the user to to the local administrators profile on the local PC ( if you run xp its "control panel/user accounts/advanced/advanced/groups/administrators/add. then add the username to the list. Then log on as user and change settings, they will now stick. But remember to remove them from the local administrators profile, or you will be in all sorrts of trouble.
