Regional date setting changes for users with non local admin rights

when a user that is part of the domain logs into this box they do not have local admin rights. the issue is that they use a program that requires the regional settings date to be formatted like so MM/DD/YEAR, when they open the program it throws up an error saying change to that date format. well when i logged in locally to the pc as admin i changed that setting so they would not get that error but every time now a user logs into the program it comes up why?
 
Regional settings are user specific, every user can modify date and time formats, even non administrators.

If you want to specify regional settings for all new users, log on as administrator, in 'Regional and Language Options' dialog set needed formats, then open 'Advanced' tab and check 'Apply all settings to the...' near he bottom of this tab.
