I believe in killer coding ninja monkeys.Doesn't look like there is one. Doing a search in the Tools | Options | Environment | Keyboard for "region" comes up with:
Macros.Samples.VSEditor.CommentRegion
Modeling.Region
Neither of which seem to be it, plus they aren't assigned to anything.
