Regenerate Secure FTP Token Failes

I have a 7.5 CS1000E system. When I try to regenerate my secure FTP token, at the top it has 12 of 13 elements updated, and I get a failed statuse on one of my call servers. In the details, it states Failed to send file /opt/nortel/Jboss-Quantum/server/default/conf/quantum-config/caData/secureToken.ini to endpoint 192.168.100.108: Can not create jsch session. I checked that call server, and the token was incorrect, so i went to LD 117, ran unreg ucm cs, then reg ucm cs, and now it has the correct token, but it still failes when I try to regenerate. Any help would be great, thanks!
 
Attempt to upgrade a UDT card to loadware version udtcaa42 fails after entering the upgudt command in LD 143 with CCBR033 REJECT message arrived from MGC

Make sure that the MGCs are fully registered to the Security Domain before attempting the loadware upgrade.
If necessary, regenerate the Secure FTP token from UCM and then start the upgrade again.

Problem Description
Within the secure FTP token generation page of UCM you see the following, when attempting to regenerate the secure token

Unable to transfer secure FTP token to Call Server (CS) from Unified Communications Manager (UCM).
Secure FTP page within UCM displays failed, connection refused, unable to start jsch session.
Example:

Fix:
1. Cold start both CS cores while split.
2. Unregister and register both CS to the Security Domain.
3. Confirm using Regenerate Now button on Secure FTP page within UCM.
4. Join the cores.
