RegEdit will not start up

I am running a VAIO PIII500. When I try to run RegEdit, the cursor turns to an hourglass for a moment and then normalizes and RegEdit does not run. It is not a corrupt RegEdit file as I have copied the file from the cabs and tried again. It does not crash or produce an error message...it just won't start.
 
Did you rebuild the computer before you started using it? We run a lot of Win 98 VAIO laptops that never work quite right until we format the drives and start fresh.
 
It was rebuilt at (blush) CompUSA where it had been used as a demo. Of course it was rebuilt with Sony's disks. However, regedit used to work. I suspect some other software is interfering with it. Does anyone know if there are any known conflicts?
 
The registry entry HKEY_CURRENT_USER\Software\Microsoft_\Windows\CurrentVersion\Policies\System\DisableRegistryTools may be set to a non-zero value. Try booting to the command prompt and running regedit.exe to delete the key, if it exists.<br>
