How i make changes in the registry for other domain users if only local Admin have access to the registry.
 
Can you use Group Policy to make these changes?

The Access Permissions in the Registry are similar to NTFS File Access Permissions controlled via the Security Tab. In the Registry you right-click on a Key and look for "Permissions" from the menu.

From a Command Prompt to launch Regedit as a local Administrator
runas /user:localmachinename\administrator regedit

Or you can right-click on a Shortcut or .exe and select the "Run As Administrator" option.
