Regedit and regedt32.exe won't run

Rename a copy of regedit.exe to regedit.com. Launch regedit.com.
It sounds like your registry is corrupted.

If this were a virus my strong guess is that neither regedit, nor Task Manager and perhaps others would not run or run very briefly. This sounds like a registry issue.
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
RestrictRun
Data type Range Default value = 0
REG_DWORD
Limits the Windows programs that users can run on the computer. When the value of this entry is 1, users can only run programs represented by entries in the RestrictRun subkey.
you might try copying and pasting this as unrestrict.reg:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"DisallowRun"=dword:00000000
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"RestrictRun"=dword:00000000

This will remove current restrictions from NTUSER.DAT, the registry hive.
If the restrictions are set in Group Policy, this will have no effect long-term.
It sounds like your registry is corrupted.

Hi Guys:
First of all I want to thank you folks for helping me. I did resolve the problem
hip hip horay. I found the easy way to resolve this was to create an other account
with administrater priveleges. This work fine an everything seems to be in place.
