REGDB_E_CLASSNOTREG is returned from CreateInstance...

I am creating a simple MFC.dll that uses A filenet library. (fnnfo.tlb) in that library a struct is defined as
Neighborhood.

In a code sample ( that works on my machine ) The class

--code--

IFnNeighborhoodDualPtr hood;
HRESULT res = hood.CreateInstance(__uuidof(Neighborhood) );

--code--

This always returns REGDB_E_CLASSNOTREG
However the class is registered, and useable by another app.

The dll operates fine untill this point.
