Regarding a form

I am working on a input form for a text bio, basicly it has the same functions as the post box below, the difference is that I want to add a options like.

bold, italic, underline and a few color option that will take effect if I highlight a section of text and select one of the options mentioned above.

can anyone know how to do that or guide me the right direction?
