Reference to XLA automatically updates why?

Hi,

I have an addin called FOO which in the VBE window references another XLA FOO2. when I open the XLA it references from another path and then open FOO it automatically points to the FOO2 I had already opened.

Two questions:

1) Why and how does this happen?
2) Does this happen in all versions of Excel?
