Reference to fm20.dll

I have packaged and deployed a VB app which previously contained reference to fm20.dll. I removed the controls and references frm the app and redeployed. Now when client deploys on network app is generating error that component fm20.dll or one of its dependencies is not correctly registered. What am I doing wrong and how can I correct the problem?

The fm20.dll is not redistributable. You must have office installed on the target machine or have the user download and install Microsoft ActiveX Control Pad found here.
