Redundant Routing Groups

I have redudant grouting groups set up in exchange to connect remote sites to each other just in case the primary connector is down in anyway. The redundant connectors are setup with a higher cost. I wanted to test that these connections work so I tried freezing the primary connectors in exchange management console to see if the messages route over the secondary connectors, but the messages just site in the primary connector que. Is this a good test, or is there another way of testing this? Not sure if it is the way I'm testing that it is not working or the way I have the connectors setup.
