Redundant links with VPN and WAN connections

Hi there,
Can I implement HA links between two sites like this:
Site1: 2 Cisco 3825: R11 & R12, both have a single public static ip address (pppoe to ISP via G0/0)
Site2: 2 Cisco 2821: R21 & 21, both also have a single public static ip address (pppoe to ISP via F0/0)
I have only a WAN link between R11 & R21 (via WIC-2T card).
Can I use a VPN site-to-site between R12 & R22 to back up for this WAN link? And can I implement virtual default gateways on R11-R12 & R21-R22 (using GLBP) for internal workstation?
