Why is it when the secondary or primary fiberlink to a V-LAN switch fails the VoIP members of the the same V-LAN cannot hear VoIP callers from outside the V-LAN?

One way audio is usually an IP routing issue. You need to verify the path from each endpoint, or at least the path from both default gateways each end point uses.

You would need to telnet to the routers that are the default gateways for the IP Phones, then do an extended ping using the LAN interface as the source of the IP packets. I assume one will fail. You should then do an extended trace route using the LAN interface as the source and see where the packets stop.
