Reduction of SA

I have a power user if you like who will be able to execute jobs, create SSIS packages etc. But can' t be an SA as it allows access to our payroll database. I only realised that they had SA when they where added on to the SQL server agent which allows the to execute jobsbut gives them SA.

Is there a way that it can be reduced?

All users can be granted the rights create jobs. Add them to the SQLAgentUserRole role in the MSDB database.
