reducing the content while surfing internet to speed it up.

we have a 20ea Win 7 Pro computer lab here at the school and when all computers are being used at the same time there is a bottle neck. 5-6 users cannot get on at all and the others are having issues of slowness which is catastrphic at best.
This also affects the rest of the campus and staff.
Is there a way in IE 9 to set it so the words show and not so mush images. they are researching for papers so all they need to see is words.
Also windows XP had a way to turn off the fancy-ness of the GUI so the shadows and other stuff was removed which speed up a slow machine a lot. is this in Win 7 somewhere?

I tell you what is excellent and that is Untangle - its ideal in schools, and takes 10 mins to install, 10 mins to configure, and can be tweaked for a life time!

In IE you could look at Tools/ Internet Options/ Advanced/ Settings/ Multimedia. There are some disabling options in there.

You could look at disabling Add-ons like Flash Player too.
