Reducing Page Rank with Outbound links

Hi,

I have heard mentioned that having outbound links on your page will lower the pages overall page rank. I.e. you pass on a portion of your PR.

For example.

If my home page has a PR of 2 and it has two outbound links, does that mean if I remove them after I get re-indexed I would have a PR of 4?

Or does it mean that I just have less PR to pass around my site and the page would stay at PR2 regardless?
