Redirection of Exchange Restore is "Grayed out".

I am attempting to restore a public folder, which looks like I will need to restore the IS. When I try to redirect the restore to a recovery Exchange server, the selections under the redirection tab are all grayed out. I read that this is disabled when attempting to restore the DS, but it should be accessible when trying to restore the IS. Has anyone had a problem similar to this, or know what the problem/solution may be?
