Redirection between servers

I have 2 servers. One is my main server, and the other just states that my server is down when it's down...

How can I set up on the second server (always on) that if server 1 is up redirect to server 1, otherwise, redirect to server 2?
 
Windows Load Balancing. You can define priorities of the different servers.
 
and if I don't have access to the second server, I just am able to put pages on it?
 
Well... I don't think that's possible then. You could create an elaborate sciprt that uses the WINHTTP com object to check to see if server one is repling with a valid HTTP response, and if it is redirect to the real server. Seems rather slow to me though.
