Redirecting to a site which has static IP

AT the moment am working for a midium size bussiness.. It's to small to buy a dedicatd IP address.. The one we are setup with should in theory change every two weeks..
Can remember that someone out there informed me of a service that installs and runs an *.exe file.. When the IP address of the connection to the ISP changes so does the web site. Which re directs the web services and email to the appropriate place..
Anyone out there know what I;m going on about or better yet know of a company that does it..
To alaborate a little.. our bussiness has it's own Exchange server (email) and IIS (web site) .. Our IP address changes we would like something on the web that will change the IP address to send the corraspondance to.. Ow and this service should take no longer then a few minutes we can't really wait hours for it to change over..
