Redirecting all web requests to one page 1

Hi, we are taking down the site and I am wondering if there is a good way to do something so all the requests to different site's pages will be re-routed to one page (page that explaines that site is no longer in service).
Do I have to write HttpHandler or is there a way to do this on IIS side?

You could place an "app_offline" file in the root of your site.

what kind of file is that? I need a page that have a few links. Will that do it?
